The Chairman,
Nigerian Communications Commission

u.f.s.

Executive Vice-Chairman,
Nigerian Communications Commission,
Aguiyi-Ironsi Avenue,
Maitama, Abuja.

Dear Sir,

NOTICE OF RESIGNATION OF APPOINTMENT.

With mixed feelings and gratitude to God Almighty and also to the Commission, I write to resign my appointment as Chairman of Digital Bridge Institute. I am most grateful for the opportunity given me to serve and I feel good to have put in my best.

In the sixteen months that my colleagues (on the Governing Board) and I took charge, we brought to an end the management-staff crisis which held the Institute down for a long time. The last I heard of the insubordinate staff who serially took the Institute to Court is that they have withdrawn the last trace of their litigation from Court after failing to get the Court to fault and reverse our decision to dispense with their services.

The Institute’s performance improved in earnings and reach and its curricular were significantly enriched to include new courses that are cognate with digital environments. New collaborations, many of which have started earning us revenue were signed and we improved the welfare of staff. Internet access to our campuses was improved at better costs and we carried out a promotion exercise about mid-year 2019. As at the last review, the ratio of ADAPTI (+DAP) TO OTHER SOURCES OF REVENUE changed from 93%: 7% in 2018 to 87%:13% and at end of 2019.

The Board ran a 9-Committee structure and hired a new President/CEO who assumed office on October 1, 2019. We submitted a proposal to commence a Talent Acceleration Program to the Commission requesting to be supported with funding.

Regrettably, we could not implement, any significantly, an improvement to our infrastructure as the persistent delay in payment of our earned revenue ADAPTI (+DAP) earnings kept us in perpetual debt and cash deficit. We also owed our staff and training consultants perpetually on refund of duty travel costs for the same reason.

On the balance and from my personal observatory, discipline improved among our staff and we rated them as very deserving of an End of Year staff party whose funding we approved.

I chose to throw in the towel after I reached a conclusion, going by a projection of the history of support from the Commission, that there may not be any significant shift in the institutional support which the Institute gets. I think it deserves better that it gets.

In my recent reading of the industry, it appears to me that the Institute’s capacity and capabilities will not be harnessed and exploited optimally for national service and its contribution to capacity building and national development cannot be further guaranteed. I disagree with that template and can therefore no longer justify my further stay on the job.

I thank and congratulate the Commission for empaneling the Governing Board which I chaired for the past sixteen months with very sound minds and top rate professionals.

With my highest regards,

Yours Most Sincerely,

Titi Omo-Ettu.
